Look up CALEA. Your ISPs track more then you think and for other reasons not reported on here.
Encryption by certificate is irrelevant to the state apparatus. Everything you do on the internet goes through a "gateway" in/out encrypted or not, VPN or direct, everything goes through this gateway.
The certificate is issued by an authorising authority. This company is subject to requests for data by the state, so any certificate based on that company is not secure for anyone other than the casual hacker.
Direct point-to-point encryption is actually being criminalised by the same state that can access your certificate keys. The only true secure communication will soon be illegal.
So if you're hiding from the state don't bother, if it's casual, VPN is overkill.
